Why wouldn't the Duke testify?


At the end of the movie, after Jack lets the Duke go, it's implied that he is going to go back into hiding. What I've never understood is why wouldn't the Duke stick around with the FBI and testify in court against Serrano, possibly putting him away forever and eliminating the threat to his life? Is it because Serrano's people could still kill him, even with their boss in FBI custody?

That was my impression. I think it was a better ending too -- how Jack looks up and he's disappeared in a flash.

That's exactly it. Duke even says that to Jack a few times during the film.
