Was this a TV movie?

Why was this movie shot with the TV ratio? Was it a made-for-TV movie?
Why don't better copies of this exist? There was good film stock in 1989. The whole thing looks like it was done on a home camera by amateurs.

No it wasn't made for TV but it was low-budget. The director was a special effects guy and it seems there was more focus on those than anything else. He never directed again but he still makes great special effects.

I wonder why it was shot in 1:1.66 ratio?

When the movie came out almost all movies were Full Screen on VHS. No one had widescreen TVs.
I wouldn't be surprised if the DVD was simply sourced from a VHS.
I only have the cheap DVD with the weird clear case. I don't know what the quality is of the later one.
I wish some DVD studio would clean it up and make a nice DVD.
Same with Rubin & Ed.
