I guess they do not feel like it would be a big seller, but I'd be the first to buy a copy if it were released...
If you are looking for a higher quality version than the used 1988 VHS tapes on eBay, Amazon.com offers the movie in downloadable form for about $10. Not as good as a real DVD, but the quality is close!

Old post, but I believe the OP was referring to the movie and yes, it very much is.
Basically, the movie is a depict of the price of remaining in the past.
