come back more whole than frank did in the first movie?

Most likely because she had a whole victim from the very start rather than an ounce of blood. Although, she wasn't exactly whole either, just further along than Frank was.

But you can see her pop up from the mattress, and still was way more whole than Uncle Frank. Uncle Frank was like a puddle of slime at first.

Hellbound almost treated the puddle of blood in the mattress like a portal, like at the end when the skinless person jumps out and grabs the mover, and later when the pillar rises out of it. Most likely they didn't feel like/couldn't afford repeating the detailed resurrection effect they used with Frank. Although, Frank first started forming under the floor and then came up through the floorboards, so maybe Julia was somehow forming inside the mattress under Browning who was too busy hacking away at himself to notice.

Another thing to consider is Julia was working for Leviathan, bringing him souls. She was allowed to come back, so that could possibly explain her more-finished appearance.
