I checked briefly but couldn't find anything pertaining to this. I know the '80s seems so ancient in some ways, but was this ever really legal? Seems extremely dangerous to me.

There weren't any laws regarding this back then. Heck, when I was a baby, just laying down in the back seat unattended was normal.
shareYes, it was legal and encouraged, especially when you left the hospital. When I had children in 1973 & '74, I had to get in the front seat of the car and then a nurse would hand me the baby. Looking back now, that was crazy! I do not move my car now unless everyone in the front and back seat is buckled in. My, how times change. lol
