Why The Low Rating?

"Deadly Intent" started out somewhat cheesy and then got much better one fourth into the movie. Good pacing, nice soundtrack, decent enough acting all around. The low rating surprises me, frankly.

The fact that everyone just runs around killing each other and the police don't seem to care is a big plot hole.

Yeah, it would tend to lower one's suspension of disbelief. Still, I enjoyed well enough.
