That movie was an accurate depiction of what cops out here in LA go through when they have to deal with these Crips, Bloods, and Latino gangs.
You're right about him being a buster, but High Top didn't get killed on sight because he was super slick on the streets but not in jail as evidenced by that bludgeoning he got in that weight-lifting yard in jail.
If you really watched High Top's limited part in the film, that dude was super slick in how he dilly-dallied between the Crips and Bloods and when he almost got away from Pac-Man and Hodges when they went after him on Venice beach.
In the 1980s the crack epidemic made it even harder on the LAPD in their defense against these gangs out here. Nowadays, these gang members got warrants and one or two strikes and the way the economy is, they're more concerned with selling drugs and making money than killing rival sets and innocent people in their neighborhoods.
You can still get that ass shot or killed in LA, but gang warfare aint as bad as it was back in the 1980s and 1990s.
