Some people dubbed?

I am watching this. I notice that one of the characters, the pretty blonde (Jinny Stefan), seems to move her lips in a way that's not exactly in synch with the sound. Was she dubbed? I notice from her page that most of the films or TV shows she's done have been in Italian.

If she was dubbed, this raises another question for me: what would it be like for different characters in a film to speak different languages? It seems that would be a very strange situation for the actors and director. It would impede the actors' ability to show normal human interactions.

I suppose it's possible she spoke English but a different voice was dubbed over hers to cover up her Italian accent. I know some directors (notably Fellini) do sometimes use actors for their looks but use someone else's voice.
