Series Adaptation

I just finished watching this movie for the first time, and I am wondering why they never adapted this into a tv series like they did for Ghost in the Shell. Personally, I think if done by the creators that did Stand Alone Complex, an Appleseed tv series could be amazing, possibly as good as SAC was. I have seen the cgi Appleseed movies (or should I say "movie", have not seen the sequel), but they don't invoke in me any sense of nostalgia as this original drawn-in version did.

Personally, while I like this movie, I think it was too short. I would have liked to see more character development, and more expansion on the relationship between Deunan and Buliarous that the cgi movies seemed to cover more. I think if there was an OVA series, or better yet, a standard 26-episode season, Appleseed could be a masterpiece. I would love to read the manga but I can't seem to find it any where. Although from my limited knowledge, if I remember, the manga series was discontinued?
