Blu-ray is blurry in places

During the movie, the cuts vary in focus, as if the focus changed from animation sequence to sequence - is this the way the original film is and it didn't show up on DVD, or is it a BD transfer thing?

Did Pioneer transfer this to BD like they did for the DVD? If so, it varies a lot and spoils an otherwise perfect transfer.

Star Trek: Multi-spectral subspace engines
SF Debris: So the shuttle is powered by rainbows?

It's an explanation that I've come across several times but I still find it odd: why would those scene have been painted blurry ?

In my opinion, it comes from the material used for the transfer but I don't think it's the original material. On the blu-ray you can also see on a few scenes bright border(s) and quite often you can spot scratches/specks that have the same look than when you scan an old photograph and there are dusts on it.

I own the UK/Europe Manga blu-ray release and there is no blurriness.
