When your coach punches students in the face, makes them bleed, lose teeth, and vomit blood, someone needs to call the superintendent.

Also it's meant to show how poorly degraded the society of Neo-Tokyo is. You saw how those policemen brutally beat up the terrorist a few minutes before that scene.
