In the original book, the the city isn't really green. Instead, all the people there are required to wear green tinted glasses, which supposedly protect their eyes from the brilliance of the city, but the truth is that they were just another one of the Wizard's tricks, to make everything look green.

So, was it called the Emerald City in the book as well? That's the only way I could make sense of this, since it's still called the Emerald City in the film.

Yeah, it was called The Emerald City in the books. The makers of this series may have mistakenly inferred from reading the book that the city wasn't green at all, which wasn't exactly the case. I remember the book describing the buildings and roads as being decorated with emeralds. The TV series omits that part as well, but they added the part about there being a hidden emerald room in the center of the palace, which I guess is the reason the city has its name within the context of the show. They may not have gotten every detail right, but this show is actually the most faithful adaptation of the Oz books that I've seen.
