I remember a subplot involving two cops. One was obsessed with the stepdad's wife and the other cop kept telling him to get over her. The obsessed one was convinced she was in danger. The sane one didn't agree. When the sane cop discovered the obsessed cop's shrine to the wife, he REALLY got mad at him, called him nuts or something.

While obsessed cop may have been too obsessed, he ended up being correct.

I think I also remember kids jumping on the couch and playing loud music, so not hearing their mom's screams.

Are my memories from this movie?

That wasn't The Stepfather. That was Blackout that came out in 1985.

You saw Blackout.

A police officer suspects that a local husband and father who has recently undergone facial surgery because of injuries received in a car accident is in reality the same man who committed a quadruple murder several years before.
