How did this get a PG rating?

I thought it had a good amount of language for it being a PG movie considering the PG-13 rating has been out for nearly 4 years by the time this movie was released, I feel this movie should've been PG-13.

I notice that this movie has various certifications including PG. IMDb has a certificate 15 generally.

I think that parents should take care of this one if they are concerned. The language may be considered minor. There are borderline issues. Visual F word on a tattoo. The Spanish equivalent for F is included.

The only profanity I recall was the tattoo on the student’s fingers. Unless there was profanity in Spanish.

I think the PG rating is because it has a constructive, feel-good story about education, with a theme of racism in the background.
