Why did Jaime blame Steve for not helping them on a mission?

I'm not agreed with her blaming him for not helping her and Chris in Budapest. Steve has been retired the OSI. Why did she decide to come back on a mission for the OSI after years of retirment? Why did she need to ask him for help? She just seemed fine on the dangerous missions for all these years in TBW series without him. He knew that she and Chris have been together for years. It could hurt his feelings if he agreed to help them, he saw them kissing/hugging after a mission was done. You can see where he was sad and it hurt his feelings when she told him she loved Chris in the restaurant. He had his reasons.
