Puzzling Sequence and Scene!

A couple scenes really puzzel me and they start about halfway through the film.

The 1st, being The Gangbanger who get's tied from his legs and falls through the roof. There are 2 things very confusing about this scene or that lead up to it.

Did Arturo the student with the Learning disability, did he spill the beans on O'neil to get him busted by Victor? I am led to believe the fight in the classroom has everything to do with what happoends to O'neil later when he's punished for Quiting Victors gang.

Also, It be nice to know and see in the movie, weather he get's hung right after he does the push-ups in the Principles Office after Class, and high fives Belusi or before school? I'd be willing to bet right after he High fives Belusi, and they just dont show that whole sequence or scene. Yet, Belusi goes to have Dinner with Ms. Orrosco right after. So Now it leads to believe he get's hung either after class the next day or before the school day starts.

The Other scene is when at the very end, is it Arturo or the other Mexican Dude whom is shown earlier on in the movie fleeing from the one gang in the bymnasium beginning, who starts the fight between Lattimer and Victor? Someone Kicks the gun or makes a noise to interrupt Victor from Killing Lattimer.
