Now available on DVD via Amazon.

Amazon now has it available on DVD.

It isn't a regular DVD. On the Amazon page it says

"DVD-R Note: This product is manufactured on demand when ordered from Amazon.com."

It is priced at $26.99 which is quite a hefty price for it seems to be just the movie, no extras. However after waiting for so many years to get a copy I have ordered it. Unfortunately, as I live in Tasmania, it will take about 2 weeks for it to reach me.
