Filming in the death strip

When Damiel makes his transition, they are both standing in the death strip. How did Wenders get permission to film in such a forbidden place, does anyone know? My instinct is that this is an exterior set, but it doesn't look like one.

EDIT: I have since discovered that they did not get permission, so they built a set instead.
