I don't know exactly how it plays out, but I suspect it's cowboy-related and an insult to their manhood. Maybe "hat" represents style or form, and "cattle" represents beef. So the "boys" don't, um, amount to much.

It's a saying in Texas, refering to types who dress like a comboy, but have never actually worked a ranch. It's been applied quite a bit to the Bushes.
