In the end John Preston confronted Sir Nigel Irvine and General Karpov. He said that General Karpov helped them in locating Valeri Petrofsky / James Edward Ross. In exchange he would get the proof he needed to bring down Govershin, and take his place. What exactly was this proof? They must have given him something solid, or else he could just have confronted Govershin himself, not involving the brits.

The proof was the actual plot (the bomb etc. ... kept out of the mainstream media of course) that involved a renegade Soviet department (Govershin's), running down other department's resources (e.g. Borisov's) to break the Fourth Protocol.🐭

In the novel it is a much less cynical relationship between Irvine and Karpov. The 2 act as a sort of safety vale between East and West. One would give the another information in order to cool any possible boiling point situations.
