Why Hasn't This Been Released In The US?

It's strange, for a film that was mostly shot in America at different locations, and has John Denver doing the narration for the English version of the movie, and that all of the actors in the film speak English (with the exception of John who speaks German), why hasn't the Special Edition DVD come out in NTSC Region 1 format? I'd love to have a copy. The soundtrack is great, especially my extended version.
