It was supposed to be cocaine, Fatal Beauty being the pushers street name for their cocaine product. However the laughing asian guy cut the cocaine too strongly with another drug (due to being under the influence of the coke) which rather than give a high to the end user, caused death in under a minute...

Yeah, if you're stoned on a lot of coke, you're paranoid, not laughing. It made for a good effect having him laugh while the room was being shot up, which is probably why the director made it like that.
