Hackett is Bailey's partner?

Read in wikipedia

"At a huge Independence Day festival, Benteen confronts Bailey while the soldiers attack Bailey's private army. Hackett is witnessed shooting Bailey's accountant and, at the same time, revealing himself to be Bailey's partner."

Bailey's partner? Didn't have this impression at all...

The first few times I watched this movie I was a bit confused myself regarding this scene. At first I thought it was a plot hole but after viewing this flick numerous times I think that Hackett had intent to turn on Bailey in the near future. Hackett had some kind of connection prior to their arrival, especially since Mcrose calls him out and says "There never was a mission. You cut the orders yourself set us up to die and you walk away with the money!" I could be wrong though.

Hackett was on Bailey's payroll, likely his "real" muscle, since most of the other Mexican goons he had weren't the most competent of fellows.

Hackett was being paid by Bailey to carry out various tasks, and both had gone rogue... likely together. It makes sense given that Hackett had the know-how and expertise to setup the organizational grease-work to make the drug trade operational, while Bailey had the connections and charisma to get the product moving, and work as the front-facing "villain" of the business.

It's stated in the movie. At the end when they break into Bailey's compound, he admits he is his partner.
