anyone noticed the commissioners style of talking?

I was wondering where I had heard the commissioner's way of talking, especially as it sounded like a lisp or perhaps baby talk with your mouth full and lips rounded, and then I noticed that she was talking the same way George Peppard's wife (Monica?) did in The Carpet Baggers. Anyone else caught that? Or is it an affected style of supposed kittenish communication still in vogue even after more than 4 decades since the Carpet Baggers was released?
