Is this the movie? Are there four main "hunters" who track down this guy. One of the hunters is bald and wears a mask? There's possibly a C-grade ninja outfit? Does a crocodile make an appearance? Is this that movie I saw on HBO right after Dangerously Close circa the 80s?
