I would be willing to bet that at least one of the people involved with writing the story had read a novel called "Friday" by Robert A. Heinlein. Friday is the name of the main character who is an artificial person designed to be a "combat-trained courier" composed of the best genetic traits of the most brilliant, athletic people available. Even one of Tracy Davis' outfits bears a strong resemblance to one of the paperback releases of the novel.

I had the exact same thought when I watched this years ago. The similarities are striking. The character origin, the clothing, even the character's personality. In fact, I've never seen any other film that brings a Heinlein character to life as successfully as this obscure low budget B-movie. It's really too bad they had such a small budget and there's no acknowledgement of the Heinlein influence on the character.
