From the looks of it, yes they ended up there.
In the previous scene, the police cars crashed into each other and it was a residental area of Beverly Hills.
Dent and his people wanted to blend in the crowd so they would'nt find them there.
Yeah the armored truck was ditched and there were tire tracks leading away from it, Axel says "this was the getaway car" or something.
Then we see Axel walking along the road following the tire tracks with Billy inching along behind him in the cement truck. Axel stops, Taggart pulls up behind them in his car, they all look up, and they're at the Playboy Mansion.
