He sounds like Snagglepuss,

Just watched it for the first time, and I was trying to figure out who his voice reminded me of. If you had not posted this, I don't think I ever would have figured it out, but it is definitely Snagglepuss.

He also sounded like one of Jon Lovitz's character he did on SNL. His voice bugged me and the way he jutted out his lower jaw.

He sounded a lot like snagglepuss, but Bukowski sounded a little like that too. Check out some clips of him on youtube.
