Yes, you are right! At least this movie KNEW that it was horrible. It wasn't trying to be a great, iconic masterpiece of a film, the way that Raiders of the Lost Ark was without even trying. Indy 4, however, was made with the intention of being a great film. What a bloody shame.

I don't find any of the Indy movies believable. Entertaining, yes, but completely fantastical. The only reason people find Raiders so believable is that it's shot in grainy filter like a Fulci film which automatically makes suckers believe anything they see.
