because she was a tertiary character who's primary function was to add C-story Drama for Frank, and allow Banks to show range outside of hard-nosed boss
while jenny is talked about a good deal; the amount of screen time was minimal... she only appears on camera in 3 episodes between the two women according to their respective IMDB pages
Harper appears in a 'buffer' episode between the 'Rag Trade' and 'Dead Dog' arcs, in season 2; while Ruscio gets 2 episodes a Full season Later... between the Leland masters and Lynchburg arcs... the season 3 arcs were shorter and there were a lot self contained episodes.
