Captain Jellico.

This episode has stuck in my mind since I fist saw it in as a teen in the 90s. It has always bugged me !
I've not seen it in about 15 years so my memory maybe off. So my understanding is a potential enemy fleet is hidden in a nebula poised to invade federation space. Starfleet send a Black ops team on a recon mission (illegal but necessary) and one member is promptly captured a huge embarrassment for any government.
Before all this the only defense is left in the hands of Captain Jellico as I remember had experience dealing with Cardasians. Starfeet had faith in this man and needed someone who if things went South could fight and buy time for Starfleet to organise a defence or counter attack. So with this all going on and the best thing Enterprises 1st officer thinks to do is ignore and undermine his new Captain's orders in preparing the ship for war. Riker should of been jailed and kicked out of Starfleet asap. Riker could of killed every crew member by ignoring those orders as the Captain could of been expecting a different ship to fight in with a different strategy that at the last minute would not be as expected.

If you're talking about the same episode that I'm thinking of, Jellico really straightened out that crew in ways that Picard couldn't. He even made Counselor Troi finally follow the dress code! Riker acted in a VERY unprofessional manner towards Jellico in this episode. Riker probably should have been given the boot from the service because of that.
