Actually, I do think that Starfleet in general did not trust Picard, post Locutus. He had an opportunity to wipe out the Borg and passed on it 'cus Hugh had "rights".

I remember on the Usenet boards back when the show was running. We got a spoiler that there was going to be a Borg getting a name and we were putting in our votes/guesses. I was favoring "Bjorn".

And Troi was a Lt. Commander until she was promoted in 'Thine Own Self.'
