Do you think the Borg could have assimilated Armus?

Why would they want to? He was only a single individual with no culture, no society, and no technology. The Borg would have likely considered him to be an irrelevant lifeform.

As far as whether or not they "could", that would depend on whether Borg nanoprobes could adapt to his physiology, which was very unusual. I suspect that assimilating Armus would be impossible since he wasn't a carbon based life form, and appeared to be gelatinous. It would likely be the same result if the Borg tried to assimilate Odo, or any other Changeling. They also demonstrated difficulty in trying to assimilate species 8472, which was a non humanoid, extradimensional alien.

What if Armus tried to Link with a Changeling? That would be interesting.

Not only all that, but I think the Borg would get their collective asses handed to them. Armus is a being of extraordinary power and ability, in spite of his limitations on the planet. If the Borg made any sort of attempt to assimilate him, I don't think Armus would go for it if it were at all possible. But, he could deceive them.

The question, though, is how Armus would get them to get him off the planet surface? If he manages that, the Borg on their ship would be at his mercy, what little there is. But, because Armus is a sadist, he'd probably get little to no satisfaction of torturing the drones about him unless he figures out what makes them fearful, which apparently is isolation from the Collective. Even that wouldn't satisfy Armus, because it's a bit like torturing a machine; not quite the same as torturing any other kind of lifeform that isn't interconnected to a hive collective.

So if he takes over the Borg ship (which, with what he demonstrated, he could very easily do), he'd use that ship to protract his agenda of going after the guys who abandoned him on that planet, and all the while any poor ship or world that runs across an Armus-driven Cube would be used to satisfy his sadism.

My guess is that Armus would have been deemed unworthy of assimilation.

On the other hand, what if they beamed Armus right into the middle of the Great Link?

No basically Armus is a non corporeal species in fact it doesn't really exist he is the accumulation of all the evil and unwanted characteristics of it's species it's a concentration of evil that is without form or substance.It is in many ways similar to the "creature"in The Forbidden Planet.
