Plot aftermath

I've only seen the first 2 episodes, but it seems that there's a huge amount of cleanup that wasn't done after the pilot. 23 introduced this dangerous product to the public and their private police force ran roughshod over people's civil rights, and Edison blew the whistle. But in the 2nd episode, 23 seemed to be completely unscathed, no one had gone to jail or even lost his job, including Carter. The only difference is that the blipverts were shelved. What am I missing?
