INFERNAL SERPENT - MICK McGOVERN'S ROLE?

Who and what group/person wanted Mick McGovern to
assault whom? He was an environmentalist, against carcinogens in fertilizer, but he unwillingly was forced to assault someone (i.e., the Master of Beaufort). I didn't quite understand why or who forced him to do this.
