Wheel and Deals is a dreadul 2 parter and terrible crossover

It end up being more like two separate episodes.

One being a subpar Booker episode, then the next, is the jump street crew in a terrible plot which was basically, "let's all ride motorcycles."

The finale is so tacked on, and I ended up just liking the villainous business man more.

What was it a crossover with?

It was a crossover for the spin-off Booker, the show with Richard Grieco.

I didn't care for it. It though seem more fitting then for them. The first season was somewhat believable for them to pose as high school students but they should have eventually began a group detective agency or just regular undercover program.

I know it's just a TV show but:
There could only be so many high schools within their jurisdiction and word would get out about undercover cops after just being in a few of them. They were attractive people with stand out vehicles.
They agreed to be the bodyguards for an actor which meant they could have been photographed at any time, Judy took a publicity job and then discovered she would be Officer Milk Carton, Hanson was convicted of killing a cop and spent time in jail so his photo would have been in the papers, etc.
