Did Kirk violate the Prime Directive and temporal laws more than any other Starfleet officer?

I mean, he stole the USS Enterprise from space dock and visited Genesis against Federation law, etc. and his only punishment was actually a reward, a demotion from Admiral to Captain so that he may command a starship again.

There was an episode of DS9 where the Federation "time incident" police came to call, and the mention Kirk held all the "incident" records decades later. "The man was a menace", they said.
