Is this punk actor Ed Oneil?

Stop the film around 2:10. Take a good look at the tall punk with they eye patch and the bottle blonde hair, trying to get a couple of bucks out of the reporter with the glasses. Every time I see this dude in this movie, I swear... this HAS TO BE Ed O'Neil (a.k.a.: "Married With Children's, Al Bundy"). This looks EXACTLY like him, even though, the punk isn't (to my knowledge) credited. Any thoughts? 😕
