How did he know the cops would be there and then chase him?

SPOILERS:

At the end, when Judge Reinhold finally meets up with Danny Devito and gets the money, the feds surround him and he threatens to have Bette Midler killed unless they let him leave with the money. Se he drives away with all the police and feds following him. Then he drives off the pier and puts the dead body in the driver seat and gets away.

But how did Judge Reinhold know that Danny Devito would show up that time (as he had blown him off several times before) and how did he know that all the cops would be there to follow him to the pier? His whole plan was dependant on them being there and following him. How did he know it would work that time?

he knew police would proceed like that, its standard procedure for them !!

and Devitto wanted to have Midler back cos otherwise he would be accused of MURDER !! watch the last part of movie again

He assumed the cops would be there and planned everything to deal with that contingency.

If the cops did not show up, well then he could just run away with all the money, that's even easier.
