Plot Question

...so, they bust Julio early on (when Snake gets killed). They've got him confessing to murdering the policeman (drowned, but fell off a building), and attempting to kill two more.

So how's Julio back on the street to cause more trouble? Surely he doesn't get bail. DId they explain it?
