How was Norman going to pay Duke $5 dollars an hour? At best it appears the motel only gets 1 or 2 paying customers a week.. Norman quit his job at the diner, so how was he going to pay?

I thought he overcharged her five dollars and kept the extra for himself after putting twenty in the till. He charged her the rate for a double room instead of the rate for a single.

It never made sense how Norman paid the bills at all, especially right after getting out of the mental hospital.
He should have been flat-broke, yet we see him buying paint & hiring help.

He inherited his Mother's estate. He didn't need the money. He did the job as the cook as per his requirements regarding parole obligations. That's why the police weren't happy with him quitting his job in Psycho II.
