Bad dub on Netflix site

Bad dub... redundant, I know. But damn, they insert dialogue where there was none (we hear they speak but their mouths don't move) and there are certain phrases and things you KNOW wouldn't have been in a subbed version. Sooo... if you netflix this and have it shipped to you, the actual DVD, is there a subbed setting on the DVD?

BTW, the cover image for this IMDB entry isn't the original Project A-ko. I don't know what that is, I can't quite read the small text...
