Yep and on the VHS copy of the second movie they show this as being a deleted scene from the first movie.

This is not correct. That scene was never released on any version of the completed movie. The scene was created back when the film started as a hentai title. Once they scaled back on the nudity and made the film for general release, the scene was re-animated with the shirt no longer being see-through.
Story
I watched this on Netflix a while back, they have it set to watch immediately on the site. A-ko's shirt is see-through. The scene with C-ko in her swimming pool at night shows her nipples, even though they're animated in an abbreviated manner. Its also done very tastefully.
This started as a hentai title???????? I wonder how much missing footage there is. o_O
saintstory is correct; I watched this film when it was first released, and Ako's shirt, though originally supposed to be see through, was turned into a plain white when they took the film in a different direction. It was later added as a bonus feature to the "good" DVD release.
