Is this the film TCM used to show frequently?

TCM used to show a film frequently as a "filler" between movies that sounds a lot like this one. If so, that would be one way to get a copy. I haven't seen it there in quite a while though, and they don't publish a schedule for the filler shorts, so you'd need a lot of luck and patience.

I found the answer to my own question - it isn't. The film TCM shows occasionally is "100 Years at the Movies" (1994), also by Workman/
