Similar Movie!

I remember I have watched a movie similar to this, it has also been about recruiting reckless young men in the town's police force, but I cannnot remember the title. However, I remember a scene where some guy was dressed like a lobster in some kind of ceremony attended by the mayor or something. Another scene where a guy was simulating a shark attack by a shark dummy to get attention of the girls on the beach or get the kiss of life I guess. One other scene a police couple were making out inside the police car while the car's mic was on and two robbers started to strip next to the car on hearing what they thought police orders on the mic.

Anybobdy has an idea what movie i'm talking about??
