Can you name this movie?

Alright I remember seeing this movie back in the 90's, it was about a teen guy whose family is going to the beach for vacation and he breaks his arms before they leave so he spends the entire time in double arm casts. I remember there is a beach bum they call swami Bob but other than that I don't remember. Any help would be appreciated, thanks.
