I don't think little Andrew became a supernatural being but, as was implied, the town was wiped out because of the civil war. The children became very evil out of anger of what happened to their family. Their mind became twisted and put together that statue of dead parents. When they rebuilt the town as they said they were going to do, my guess their murderous ways became part of the town heritage and never went away, which is why Oldfield was still evil in 1985, when the film takes place. The madness never went away because everyone in that town was direct relatives of those children.
