I can't really find an answer for this on the internet, but I haven't searched very well. I found out some of the producers are German. There are some German actors in the film and the interiors were filmed in Germany, but does that make this a German film? Also, according to IMDb the first country to release this film was the USA.

I'm a little late for the party, but may I ask why? I think the book is very interesting and suspenseful, so why not make it into a movie?

Yes, it's not their style at all.
A lot of people said the novel was unfilmable, but I'm grateful to Annaud for doing such a wonderful job with at least a precis of the book and capturing its flavour.
You might very well think that. I couldn't possibly comment.
Ron Perlman mentions in his book that this movie was a German/French/Italian production. So it makes sense to me that the original title may be in one of those languages.
