Why is it rated "R"

Well...on the MPAA website they say it's for violence and language. However, there is some brief tribal nudity of a topless woman. And a woman in the movie is asked if she really is a prostitute.

There was also a scene where a man is brutally shot in the eye. Enough shown there to qualify an 'R' rating.

There are also the four female fighters who Jackie had to beat up. Sometimes "violence against women" carries extra weight. (Once upon a time, many Nintendo-version video games had female baddies replaced with males to censor violence against women.)

And then of course there's the photographer who got shot in the eyes. I was surprised to see that in a Jackie Chan film.

I thought it was because Jackie Chan's character urinated on his sidekick when they stopped off a road.

Probably for the bloody scene where where those people get gunned down near the sequence with the band playing.

anybody think that the MPAA could be racist?

In the beginning of the film they show a topless woman.
When a band is performing live, a photo shoot gets killed
with machine guns (innocent people gets killed) a guy
gets shot in the eye and blood starts to come out.
They kidnapped Alan's girlfriend. I will exclude the
martial arts fights expect the one where Jackie beats
up female fighters. Almost at the end, Jackie throws
explosives to explode the place where they had
Alan's girlfriend kidnap. Mostly about all this, this is
why it got a R rated.

Wasn't this also released under the title "The Ultimate Shield" which got a PG-13 rating?
