Who put that there? A good guy or a bad guy? Who do you think and why?

I always assumed it was one of the bad guys, just because it was kind of a creepy thing, to let her know that they were watching her. Besides, when she ran out of the building and the James Belushi character was in the cab, maybe he was the one who took the picture.
